Exemptions to the firearms ban are automatically granted by top government officials.

MANILA, Philippines — The Commission on Elections (Comelec) announced Monday that some government personnel is exempt from the existing weapons ban.

During the ban, which began on January 9 and will conclude on June 8, Comelec Chair Saidamen Pangarungan indicated that even their security professionals will be allowed to carry firearms.

“We don’t want any senior government employee to be hurt or killed by an armed assailant just because he can’t protect himself with his own firearm because of the gun ban,” he stated during a press conference.

“These authorities must feel safe in carrying out their responsibilities, free of fear and pressure from others,” he continued.

Apart from the President and Vice President, the Chief Justice, members of the Senate and House of Representatives, and all justices of the Supreme Court, Court of Appeals, Sandiganbayan, and Court of Tax Appeals are all immune from the gun ban.

All regional, municipal, and metropolitan trial court judges are also exempt, as are the Ombudsman, Deputy Ombudsman, and investigators and prosecutors of the Office of the Ombudsman; the prosecutor general, chief state prosecutor, state prosecutors, and prosecutors of the Department of Justice; and officials and agents of the National Bureau of Investigation.

Cabinet secretaries, undersecretaries, and assistant Secretaries, as well as all election officers, provincial election supervisors, and regional election directors, are all excluded from the law.

The amendment, according to Pangarungan, attempts to make the process of granting exemptions to the ban on the carrying, carrying and transporting of firearms or other lethal weapons to “deserving” applicants faster and easier.

Meanwhile, the Comelec en banc has given Pangarungan the authority to declare territories under the Commission’s control.

History of or current intense rivalry among the contending parties; previously declared under Comelec control; incidence of politically motivated violence involving aspirants/candidates and/or their supporters; violence that may be facilitated by the use of private armed groups; and presence of serious armed threats posed by communist terrorist groups and/or other threat groups, including the Bangsamoro Islamic Liberation Front.
