PAGCOR requested improved e-sabong regulation.

MANILA, Philippines โ€” Senator Panfilo Lacson called on the Philippine Amusement and Gaming Corporation (PAGCOR) to improve electronic sabong regulation on Wednesday (e-sabong).

This comes after PAGCOR Chief Executive Officer Andrea Domingo recommended that e-sabong should have its own regulator so that PAGCOR may focus on its current mandate of regulating, operating, authorizing, and licensing games of chance, cards, and numbers, particularly casino gaming.

According to Lacson, creating a new agency to regulate e-sabotage would go against the government’s right-sizing efforts.

“Nagra-rightsize tayo ng gobyerno, masyadong bloated, tapos magki-create ka pa ng isang regulatory agency sa e-sabong?” Para sa akin, if it’s a PAGCOR, it’s a PAGCOR. I-regulate ng maayos lang kung ang habol lang nila ay yung money from e-sabong activity (We’re rightsizing the government because it’s too big, but you’re going to form another regulatory body solely to regulate e-sabong? If it’s for PAGCOR, let it just be for PAGCOR, in my opinion. If they’re chasing the revenue from e-sabong activities, just control it properly,” he stated in a media interview during his Ormoc City campaign sortie.

Domingo, he added, is just overwhelmed by the e-sabong scandal sparked by tales of missing sabungeros (cockfight aficionados).

“No matter how difficult a problem is, a good manager should always welcome it,” Lacson remarked.

Domingo said she prefers an independent e-sabong regulator separate from PAGCOR during an interview at the “Kapihan sa Manila Bay” media forum on Wednesday.

“‘Yung PAGCOR operations malawak na. Traditional cockfighting operations are handled by local government bodies, according to Domingo, whereas PAGCOR only regulates internet betting.

PAGCOR wrote to the mayors, she added, asking them to explain the widespread e-sabong during Holy Week.

Senate President Vicente Sotto III, Lacson’s running mate, said Domingo should have brought up her notion during the last Senate session.

“I believe that is a good concept. Even if paghingi ng franchise ng e-sabong, is sabong a public utility? (I believe that is a good concept.) Yun ang hinihingi ng franchise eh, public utilities huh Is e-sabong a public utility, even if it has applied for a franchise? Sotto added, “That’s what the franchise is calling for, public utilities).”

As of April 25, Domingo stated the government had generated PHP1.8 billion through e-sabong.
