Zubiri suggests a body to monitor CIFs.

Wednesday, Senate President Juan Miguel Zubiri submitted Senate Resolution 302, which establishes an oversight body to examine funds used for secret and intelligence operations (CIFs).

Zubiri claimed that because CIFs are exempt from routine auditing, the Senate will subject these contentious monies to checks and balances by establishing an oversight committee.

He continued by saying that the Senate has been doing this since the 10th Congress.

“As an independent and democratic Senate, it is our responsibility to monitor how the federal budget is being used. This is especially true for these sensitive monies, which are exempt from the Commission on Audit’s standard auditing norms and processes “Added Zubiri in a statement.

“The Committee is our approach of submitting this money to checks and balances because we cannot specify the specifics of their usage ahead of time,” he continued.

CIF would get a total of PHP9.28 billion as part of the 2023 General Appropriations Act, which is being proposed. 4.3 billion pesos ($3 million) of this budget will be used for secret money, and PHP 4.9 billion would be used for intelligence funds.

Zubiri asserted that the Senate, as an independent body, must monitor how the federal budget—including the CIFs, which have frequently been questioned and criticized—is being used.

The Department of Education (DepEd), led by Vice President Sara Duterte, is one of the CIFs under scrutiny by the opposition.

Within the confines of its PHP710 billion budget for 2023, DepEd has requested a total of PHP150 million CIF.

“These funds are crucial in enabling our agencies to carry out essential operations, programs, and activities for the protection and security of our citizens. However, we must exercise caution in how this money are used, and that will be the responsibility of our Special Oversight Committee, Zubiri continued.

When the committee is established, it will be led by Zubiri and include three members of the Senate majority and one member of the opposition.
