The National Commission on Indigenous Peoples (NCIP) is working hard to ensure that IPs are included in the government’s nation-building initiatives, and the Department of National Defense (DND) wholeheartedly supports this endeavor.

This occurred as the NCIP held an event titled “Indigenous Cultural Communities (ICC)/Indigenous Peoples (IP) Unification with the Government Nation-Building” on November 16 at the AFP Commissioned Officers’ Clubhouse in Camp Aguinaldo, Quezon City, with the theme “Building Families, Building Ancestral Domain (AD)/Ancestral Land Communities, and Building the Nation.”

In his inaugural State of the Indigenous Cultural Communities/ Indigenous Peoples Address (SIIPA), Allen A. Capuyan, Chairperson of the NCIP, “highlighted the gains, challenges, strategic directions, and ways forward of ICCs/IPs,” according to a statement released by the DND late on Wednesday.

In his first SIIPA, Capuyan discussed how the seamless implementation of the Indigenous Peoples’ Rights Act was impacted by the IP communities’ susceptibility to the infiltration of revolutionary beliefs and leaders.

He claimed that the arrival of migrants and front organizations disturbed their ability to exercise self-governance, which negatively impacted their stability, peace, quiet, and unity.

However, Capuyan stated that NCIP would offer a variety of chances for them to move forward and that this process of nation-building would guarantee the security of access to food, land, and employment.

NGAs (national government agencies) and the commercial sector signed a pledge of support and manifesto of peace, unity, and development for IPs and their ADs to formalize the supporters’ commitment to NCIP’s activities.

The DND has been aggressively working with its lead and partner agencies to put an end to insurgency across the nation since Executive Order No. 70, which established the National Task Force to End Local Communist Armed Conflict.
