Regional and provincial police chiefs in Ilocos submit resignation letters

Brig. Gen. John Chua, the head of the police force in the Ilocos region, and the four provincial police directors in the area have resigned politely in response to a request made by Department of Interior and Local Government Secretary Benjamin Abalos Jr. last week.

The Ilocos Police Regional Office (PRO-1) “wholeheartedly” supports Abalos in his attempts to rid the Philippine National Police (PNP) organization of illegal drug-related operations, according to a statement released by Chua on Monday.

As a major institution charged with carrying out the nation’s battle against illegal drugs and upholding the greatest standards of professionalism and public service, he said this was an opportunity to develop and empower the PNP with discipline, integrity, and professionalism.

“As PRO-1’s leader, I’m dedicated to upholding the organization’s ideals and guiding principles. In order to do this, PRO 1 and I are leading the group in voluntarily agreeing to participate in the assessment and evaluation process that the chosen committee will carry out. I have a lot of faith in the expertise of our leaders, and I am confident that by participating in this process, the PNP organization and our nation will improve, added Chua.

Col. Marlo Castillo of Ilocos Sur, Col. Julius Suriben of Ilocos Norte, Col. Lambert Suerte of La Union, and Col. Jeff Fanged of Pangasinan, along with deputy regional director for administration Brig. Gen. Carlito Gaces and other full-fledged colonels in the region, all submitted their courtesy resignations.

“We shall abide and comply if this is the method used to purge the ranks of the PNP of misfits and scalawags. Because of our spotless record, we will abide by the decision, Fanged remarked in a weekend interview.

Fanged also gave the order to intensify the war against illegal narcotics to the 44 towns and four cities of Pangasinan.

“Governor Ramon Guico III has clearly ordered to destroy of illegal narcotics in the province,” he added, adding that two police officers are currently under investigation for possible involvement in illegal drugs.

“I won’t mention names, but two non-officers are currently the subject of validation and investigation. It is a pretty drawn-out process, and we need to prove their participation because failure to do so could result in termination. But if we were able to acquire enough reliable proof, I wouldn’t hesitate to bring legal action against them, he said.

On Monday, PRO-1 administered a “surprise” drug test to police lieutenant colonels and third-level officers in the area; the results were negative.

This was done following the courteous resignations of about 17 third-level officers.

“By doing this, we can show the Secretary of the Interior and Local Government and the PNP that we are fully behind them. Additionally, by proving to the public that we are committed to the fight against illegal substances and have a clear conscience in this area, Chua said
