Solon anticipates a House vote on a “expanded” 4Ps Law

Rep. Sam Verzosa Jr. of the Tutok To Win Party-list reiterated on Thursday his unwavering conviction that the passage of a Pantawid Pamilyang Pilipino Program (4Ps) law expansion is essential to granting adult program beneficiaries economic opportunity.

Verzosa, who oversaw the Technical Working Group (TWG) of the committee’s work on the alternative measure, applauded the Poverty Alleviation panel’s adoption of it last Tuesday.

The alternative legislation resulted from House Bill (HB) No. 2422, written by Representative Gus Tambunting (Paraaque, 2nd District), and HB No. 4366, written by Representative Wilbert Lee of the Agri Party-List.

The Expanded 4Ps Law modifications, which seek to give education, employment, and livelihood aid to adult 4Ps beneficiaries, were the subject of prior dialogues led by Verzosa with the Samahan ng Nagkakaisang Pamilyang Pilipino (SNPP) and different government organizations.

The alternative bill, which amends Republic Act No. 11310, also known as “An Act Institutionalizing the Pantawid Pamilyang Pilipino Program (4Ps),” is named “An Act Promoting Inclusive Education, Entrepreneurship, and Employment for Sustainable Development Among 4Ps Adult Beneficiaries.” “Expanded Pantawid Pamilyang Pilipino Program (4Ps) Act” is its abbreviated name. It is anticipated that it will give 4Ps recipients possibilities for economic growth, entrepreneurship, education, and livelihood.

According to the latest recent data provided by the Philippine Statistics Authority (PSA), the Philippines’ GDP increased by 7.6 percent in 2022. Only the 8.8 percent economic growth rate registered in 1976 is higher than this growth rate.

Despite the positive news, Verzosa noted that there are still many underprivileged Filipinos living in poverty throughout the nation.

He declared, “I’m glad that the committee approved the Expanded 4Ps law because it is an effective way to make our economic growth inclusive and that more Filipinos will have better lives. Practically speaking, the Expanded 4Ps Law seeks to increase the number of 4Ps recipients and to offer adult 4Ps beneficiaries skills training through non-formal education track, employment track, and entrepreneurial track. Currently, there are 4.2 million projected individual 4Ps recipients. Additionally, it will offer post-skills interventions to assist adult 4Ps beneficiaries in finding employment or starting their own enterprises.

Participants from the National Anti-Poverty Commission (NAPC), National Bureau of Investigation (NBI), Philippine National Police (PNP), Philippine Statistics Authority (PSA), Department of Interior and Local Government (DILG), Department of Justice (DOJ), Department of Labor and Employment (DOLE), Department of Social Welfare and Development (DSWD), and Technical Education and Skills Development Authority spoke at the TWG meeting (TESDA)
