The Philippines, he said, stand in solidarity with the International Conference of Information Commissioners (ICIC) and the entire international community in promoting the right of people to information. On Monday, President Ferdinand R. Marcos Jr. committed to combat fake news.

“As a country with a strong democracy, we reaffirm our dedication to promoting this fundamental human right. President Marcos made this statement during the opening ceremony of the 14th edition of the ICIC at the Philippine International Convention Centre in Pasay City. “It remains indelibly etched in our fundamental law,” he added.

“We value its potency to empower our people to make informed decisions, participate fully in our democratic processes, and hold their representatives accountable without fear or apprehension,” said Marcos.

To foster the protection and promotion of access to public information as a key tenet of social, economic, and democratic governance, the ICIC links information commissioners, ombudspersons, and other bodies tasked with monitoring the implementation of access to public information legislation.

After Mexico (2005 and 2022), South Africa (2004 and 2019), the United Kingdom (2017 and 2006), Chile (2015), Germany (2013 and 2003), Canada (2011), Norway (2009), and New Zealand (2007), the Philippines is the first South-east Asian nation to host the conference.

At the occasion, Marcos praised the ICIC for advancing the public’s right to access information.

Along with promising to advance the national battle against false information and disinformation, Marcos also urged all levels of government to protect the populace’s right to information freedom (FOI).

In our daily activities, with good faith and transparency, I renew our request to all government departments, not only the executive branch, to genuinely preserve and implement the people’s right to information, Marcos stated.

Without a doubt, this is in the interests of the country. He continued that it is essential to achieving our goals of excellent governance, enhanced public services, and a more progressive and sustainable society.

The government has numerous initiatives under the People’s Freedom of Information (FOI) program that utilizes available technology and digital platforms to serve the people, the President added, adding that the country will continue to promote the FOI through a whole-of-nation approach.

One of these initiatives is the E-Governance initiative, which promotes the simplification and digitalization of the essential services provided by various government agencies and local government units (LGUs).

According to Marcos, the executive branch is collaborating with lawmakers to pass an E-Governance Law to give it a more expansive mandate.

Marcos also emphasized the FOI Program’s role in promoting the national struggle against false and misleading information.

“Like everyone else here, we agree that fake news has no place in contemporary society as a matter of principle. Our enormous Media and Information Literacy Campaign will be digital, multi-media, and youth-focused as part of our efforts, added Marcos.

The FOI program would continue to be carried out by the executive branch through the Presidential Communications Office, according to Marcos, who also noted that it is a part of the Philippine Development Plan.
