President Rodrigo Roa Duterte has signed a law requiring the complete renovation and upkeep of Kennon Road, one of the province’s principal access highways.

The Department of Public Works and Highways (DPWH) is required by Republic Act No. 11604 to complete the renovation of the 33.534-kilometer Kennon Road, which runs from the Municipality of Rosario in the Province of La Union to Baguio City.

Following that period, the DPWH will be in charge of maintaining Kennon Road and ensuring that it stays safe and serviceable.

The Department of Public Works and Highways, in collaboration with the Department of Environment and Natural Resources’ Cordillera Regional Office, will study and appraise the current condition of Kennon Road in order to determine the necessary engineering works for its restoration.

The DPWH will perform a feasibility study to determine the scope and duration of the restoration of Kennon Road into an “all-weather” road.

The funds required for Kennon Road’s reconstruction and upkeep will be included in the annual General Appropriations Act.

Duterte signed RA 11604 on December 10, 2021, and it was made public on Thursday.

The act was passed by the House and Senate in May 2020 and September 6, 2021, respectively, after it originated in the House of Representatives.

Kennon Road has been dubbed one of the most dangerous roads in the country due to the frequent occurrence of landslides.

It does, however, provide the quickest route between Rosario, La Union, and Baguio City.

The Muslim-Christian Unity Highway is a road that connects Muslims and Christians.

In the meantime, Duterte approved RA 11602, which authorizes the construction of the Muslim-Christian Unity Highway.

The law calls for the construction of a national highway connecting the Lanao del Norte Interior Circumferential Road in the Municipality of Tagoloan, Province of Lanao del Norte, to the Municipality of Talakag, Province of Bukidnon, with a crossroad in Barangay Malimbato, Municipality of Tagoloan, Province of Lanao del Norte, and connecting roads to the national highway in Iligan City through Baranga

The cost of the undertaking and finishing the feasibility study and detailed engineering for this project, as well as any relevant activities, shall be included in the annual GAA under RA 11602.

After that, the Secretary of the DPWH will put the construction of the Muslim-Christian Unity Highway in the department’s schedule, with financing coming from the annual GAA.

Duterte also signed RA11612, which establishes a new district engineering office in the Province of Zamboanga del Norte’s Third Legislative District, which will be known as the Fourth District Engineering Office and will be located in the Municipality of Siocon.

The new district engineering office will also serve the towns of Baliguian, Siraway, Siocon, and Sibuco, all of which are part of the province of Zamboanga del Norte’s third legislative district.

The DPWH Secretary will include the operationalization of the Fourth District Engineering Office in the Province of Zamboanga del Norte in the department’s agenda, with financing coming from the annual GAA.

Both bills were signed on December 10, 2021, and were published on Thursday.
