
Bills increasing older citizen welfare face opposition. Panel of the House of Representatives
On Thursday, a House of Representatives committee adopted numerous proposals aimed at improving the welfare of the county’s senior residents.
The House Special Committee on Senior Citizens, chaired by Senior Citizens Party-list Rep. Rodolfo Ordanes, enacted House Bill 8424, which requires all local government entities to put aside at least 1% of their entire budget for senior citizen-specific programs, projects, and activities.
Ordanes stated in his introductory remarks that there are approximately 12 million senior persons in the country, accounting for 11 percent of the country’s population of close to 110 million people.
“A lot of our senior citizens languish from access to projects, programs, and activities that are indispensable to their welfare due to non-appropriation of funds,” he said, “despite the fact that they make up a significant part of the population and a rapidly growing dominant demography in the country.”
According to Ordanes, the bill intends to solve a financing deficit for vital initiatives, programs, and activities for elderly adults.
The panel also approved national legislation HBs 3397, 5448, 6129, 6244, 6376, 6534, 9229, and 9862, which would build nursing homes or complexes in every province, city, or municipality to better care for and cater to the unique requirements of the elderly.
Finally, the panel approved HB 9773, which ensures that all retirees have the same rights, privileges, and benefits as those granted under RA 9994, the Expanded Senior Citizens Act of 2010.
The initiative seeks to restore the yearly Christmas cash present as well as the right to a pension increase, which are currently denied to retirees under Republic Act 7699, or the Portability Law.
Rep. Alfred Vargas of Quezon City said the bill intends to address discrimination and the reduction of retirees’ benefits, particularly because RA 7699 clearly outlaws the latter.
