ZAMBOANGA CITY, Philippines — Effective February 16, the local Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) is lifting the requirement for fully vaccinated inbound tourists to undergo a reverse transcription-polymerase chain reaction (RT-PCR).

Inbound tourists must produce their vaccination card and Safe, Swift, and Smart Passage (S-Pass) authorization instead of the RT-PCR requirement while entering any of the city’s borders, according to Mayor Maria Isabelle Climaco-Salazar, the local IATF-EID chairperson.

“For two-dose vaccines, an individual is considered fully vaccinated 14 days after the second dosage, and for single-dose Janssen vaccine, an individual is considered fully immunized 14 days after the second dose,” Salazar stated.

She did say, however, that fully vaccinated visitors arriving from areas with a higher alert level must have negative antigen test results.

Within 24 hours of collecting the samples, the antigen test result shall be obtained from a laboratory recognized by the Department of Health and given along with the S-pass authorization.

Unvaccinated passengers must provide negative RT-PCR test results from their place of origin, along with the S-pass permit, within five days of specimen collection, according to Climaco-Salazar.

After this city was placed under Alert Level 3, the local IATF-EID implemented the negative RT-PCR or quick antigen requirement for all arriving tourists beginning January 16.

The Sunday vaccine bubble will continue to be used as an incentive for people who are fully vaccinated.

All enterprises with completely vaccinated personnel are permitted to open to the general public, catering to fully vaccinated individuals who must display their legitimate vaccination cards before being admitted.
