MANILA, Philippines — The Philippine National Police (PNP) has promoted five more senior officers to the next higher rank.

In a ceremony held in Camp Crame on Thursday, PNP Chief Gen. Dionardo Carlos oversaw the induction of newly promoted officials to their positions.

Maj. Gen. Arthur V. Bisnar, the PNP Director for Human Resource and Doctrine Development, was promoted to two stars.

Brig. Gen. Rolando Destura, deputy regional director for administration at Police Regional Office 12 (Soccsksargen); Brig. Gen. Percival Rumbaoa, liaison officer of the Office of the Chief PNP to the Office of the President; Brig. Gen. Wilson Joseph Lopez, police attaché to Washington D.C. at the Directorate for Intelligence; and Brig. Gen. Cesar Pasiwen, executive officer of the Area Police Command were all promoted to the one-star rank.

Carlos congratulated the promoted officers on this significant achievement in their police careers.

“As you progress to a higher position of significant importance, more duties will be placed on your shoulders; thus, I urge all of you to keep it up and carry on to the best of your skills as we implement innovations for a better and enhanced community-oriented,” he stated.

Carlos also asked the newly promoted generals to act as role models for the highest levels of professional conduct required to foster mutual respect between police personnel and the general population.

“As you pledge your professional and steadfast commitment to the Constitution, the Filipino people, and our beloved country today, I count on you to lead by example, use your authority wisely, and adhere to core values such as justice, integrity, and accountability in the performance of your duty at all times,” he added.
