The Department of Energy (DOE) applauds the EO on nuclear power.

MANILA, Philippines โ€” The signing of Executive Order 164, or the inclusion of nuclear power in the country’s energy mix, has been welcomed by the Department of Energy (DOE), as it will solve the country’s high electricity rate and provide secure energy in the future.

“We appreciate the President’s willingness to examine the DOE’s suggestion to include nuclear energy in our country’s energy mix. “I believe that nuclear is the way to go if we want a stable, reliable, and sustainable energy resource,” DOE Secretary Alfonso Cusi said in a statement.

DOE Undersecretary Gerardo Erguiza Jr. said at a press conference on Thursday that nuclear power is cheaper and cleaner than other forms of energy and that it will help the country achieve energy security.

The EO provides four cornerstone techniques in building the Nuclear Energy Program, according to Erguiza, head of the DOE Nuclear Energy Program Implementing Organization (NEPIO) (NEP).

Establishing a national nuclear energy policy that can withstand administration changes; legislative framework by institutionalizing the NEP; alignment with international standards by formulating the NEP under the guidance of the International Atomic Agency; and public awareness and acceptability by conducting robust public consultation and information campaigns promoting scientific findings on the benefits of nuclear energy use

“Adopting a nuclear program entails more than just building reactors. It’s a problem of national security and energy. “We will be able to look back and enjoy this landmark issuance if it is deemed in the future that the Philippines is fit and finally ready to begin on its nuclear energy adventure,” Erguiza added.

Withdrawing from the Bataan plant

Although the EO retains the Bataan Nuclear Power Facility’s (BNPP) potential in the NEP, a DOE official stated that the EO is moving away from the ancient but underused power plant.

“We knew that BNPP was extremely polarized,” Erguiza said, adding that the strategy has been centered on whether or not to include nuclear power in the energy mix rather than the rehabilitation of BNPP, which has previously been the subject of considerable safety concerns.

According to him, the BNPP is intended for two nuclear reactors with a combined capacity of 650 megawatts.

Erguiza stated that the country is discussing the adoption of small modular reactor (SMR) technology with Russia, South Korea, and the United States.

Cusi and other DOE officials will fly to the United States to finalize a deal on the SMR study.

Technology advancements

The strategy, according to Erguiza, will also assist the government in pursuing additional electricity installations across the country.

Even in the 1980s, Bataan, Cagayan, Quezon, Puerto Princesa, Negros Occidental, General Santos, Zamboanga del Norte, and Sulu were recognized as feasible nuclear power sites.

Erguiza stated that the industry has learned from previous nuclear power plant mishaps throughout the world, such as the Three Mile Island nuclear disaster in the United States in 1979, the Chernobyl disaster in 1986, and the Fukushima tragedy in 2011.

Over the years, he claimed, new nuclear power technology “has almost been developed.”
