Only PH is ‘performing duties’ on the Russian choppers contract, according to DND.

MANILA, Philippines — The Department of National Defense (DND) insisted on Thursday that it is only carrying out its commitments under a deal to buy Russian-made Mil Mi-17 heavy-lift helicopters.

“Before the Ukraine conflict arose, the contract and initial payment for the Mi-17 heavy-lift helicopter procurement project was completed. We are adhering to our contractual commitments and keeping track of any developments that may have an impact on the project “Delfin Lorenzana, the Secretary of Defense, said in a statement.

Other nations have imposed sanctions and businesses have halted activities in Russia as a result of the country’s invasion of Ukraine, which began late last month.

Non-resident Ukrainian Ambassador Olexander Nechytaylo also urged Filipino enterprises to quit doing business with Russia, claiming that “every dollar generated by Russia will be utilized, directly or indirectly, to wage the criminal war” in his homeland.

“At this time, the Russian proponent bears the burden of ensuring that the contract’s compliances and deliverables are met,” Lorenzana noted.

Lorenzana said on Wednesday that the PHP12.7 billion Mil Mi-17 contract was inked in November and that a down payment was made in January. Lorenzana did not specify how much was paid as a down payment.

He also stated that the deal is unlikely to be terminated at this time.

As part of its efforts to build up its helicopter fleet, the Philippine Air Force (PAF) previously stated that it is looking into the potential of acquiring heavy-lift helicopters.

A heavy-lift helicopter is a rotary aircraft that can transport large groups of people or cargo.

Mil Mi-17 is a Russian military helicopter family built by the Soviet Union and manufactured in two factories in Kazan and Ulan-Ude.

In Russian service, it is known as the Mi-8M series. The helicopter is primarily employed as a medium twin-turbine transport helicopter, with an armed gunship version being available.

It has a range of 800 kilometers and a top speed of 280 kilometers per hour (170 mph, 150 knots).

The Mi-17 is capable of hauling 24 soldiers or 12 stretchers inside and has a crew of two pilots and one engineer.
