MANILA, Philippines — To ensure the country’s growth and recovery in 2022 and beyond, the National Economic and Development Authority (NEDA) is pursuing infrastructure innovation and regional equity.

Socioeconomic Planning Secretary Karl Kendrick Chua said Tuesday at the #AskNEDA media briefing that NEDA is constantly preparing for the future in addition to the economic recovery program.

“I’ve previously stated that innovation, regional equity, smart infrastructure, and climate change are among my rising priorities for the balance of this term. These initiatives are critical in laying the groundwork for the next phase of our development, according to Chua.

NEDA Undersecretaries Rosemarie Edillon and Mercedita Sombilla gave updates on the Philippine Innovation Act’s implementation and NEDA’s examination of regional infrastructure investment distribution, respectively.

Innovation, according to Edillon, is essential for economic growth and employment creation.

“Innovation is essential for growth and development since it leads to the development of new and improved products and processes. Our strategic approach for strengthening the country’s knowledge-based economic development is the Philippine Innovation Act. We can introduce diverse sorts of innovation that play different roles at different developmental phases across numerous sectors under the Act,” Edillon added.

The Philippine Innovation Act, signed by President Rodrigo Duterte in 2019, creates the National Innovation Council (NIC), which is the government’s principal coordinating body for innovation programs.

The National Innovation Agenda and Strategy Document (NIASD), which will establish the country’s 10-year vision and long-term goals for improving innovation governance and increasing overall productivity, is currently being drafted by the council.

The Philippine Innovation Toolkit and the AmBisyon e-Village were also discussed by Edillon. The toolkit was created in partnership with USAID’s STRIDE (Science, Technology, Research, and Innovation for Development) Program to serve as the foundation for NIASD Co-Creation Workshops.

Meanwhile, the AmBisyon e-Village is an online innovation platform that allows Filipino innovators to grow their networks, share expertise, and embrace new technology or innovative solutions.

On April 21, in time for National Innovation Day, the National Innovation Agenda and the AmBisyon e-Village will be unveiled.

Sombilla also mentioned ways to solve existing difficulties with infrastructure investment distribution around the country.

She emphasized the importance of further improving regional distribution equity.

Sombilla claims that once the National Expenditure Program (NEP) and the General Appropriations Act are completed, the total number of infrastructure projects approved and endorsed by Regional Development Councils (RDCs) is decreased by about half (GAA).

“Prioritizing places with poor scores in social or infrastructure metrics and substantially lower financing in previous years is one way to increase equality on investments.” Because regional allocation is a more difficult problem due to the interplay of many causes and constraints, this necessitates coordinated planning and programming across many institutions,” she added.

These actions, according to Chua, are intended to establish a better framework for the future administration to handle the country’s most pressing issues.
