The Department of Finance recognizes Legazpi as the best performer in terms of local revenue collection.

CITY OF LEGAZPI โ€“ The Legazpi City government was recognized by the Department of Finance (DOF) on Tuesday as the country’s No. 1 performing city in terms of local revenue generation and collection, and No. 9 in terms of year-on-year growth in Local Sourced Revenue (LSR).

Mayor Noel Rosal said in an interview on Wednesday that he attributed the city’s high revenue collection to its innovations in tax collection schemes, particularly its e-payment system that utilizes automated teller machine (ATM) credit and debit cards via the Land Bank of the Philippines and Development Bank of the Philippines (DBP).

“All property owners and business operators in this city are now required to pay taxes via online e-payment services. We believe that by implementing these online services, we will be able to increase a significant portion of our local revenue collections while also providing convenience for our taxpayers,” he explained.

The Department of Finance’s Bureau of Local Government Finance (BLGF) set a target of PHP492.32 million for Legazpi’s tax collection in 2020, but the city collected PHP710.09 million, exceeding the target by 144.2 percent despite the coronavirus disease (Covid-19) pandemic.

Rosal, along with City Treasurer Carlita de Guzman and Chief of the City Assessor’s Office Eduardo Luna Jr., received certificates of achievement from BLGF Bicol regional director Anastacia Llaneta during a brief ceremony at the bureau’s office here.

He explained that the city earned the top spot in local tax collection because “we met all of the BLGF’s criteria, including locally sourced revenue, collection efficiency, and year-over-year growth in locally sourced revenue (LSR).”

De Guzman stated that the implementation of the Enhanced Tax Revenue Assessment and Collection System (ETRACS) and the Geographic Information System (GIS) significantly aided in the improvement of local tax collection in the city.

ETRACS is an automated tax and other business fee assessment system, whereas the GIS generates thematic layers for planning and identification of delinquent taxpayers and business operations.

De Guzman noted that the steadily increasing number of giant investors and other business establishments operating in Albay province’s capital city over the last several years has also contributed to the hefty tax collection.

She stated that her office is constantly reminding taxpayers to pay their taxes on time to avoid penalties through the use of public service announcements on local radio stations.
