Iloilo adopts new labor laws in the face of surging oil prices
CITY OF ILOILO – The provincial government of Iloilo will implement alternative work arrangements on Monday (March 28) in support of the national government’s fuel conservation measures.
On Thursday, Iloilo Governor Arthur Defensor Jr. signed Memorandum Order No. 5 authorizing the four-day compressed workweek and work-from-home arrangement.
“Permit me to repeat that. We had already implemented the four-day workweek previously, owing to the pandemic. We are undertaking this alternative work arrangement at the moment not only to offset the rising cost of fuel,” he explained during a press conference.
The four-day compressed workweek will require ten hours of work between the hours of 7 a.m. and 6 p.m., including a one-hour lunch break.
The provincial capitol will remain open for five days due to the workers’ new four-day workweek.
“Some employees will work a five-day workweek, but one day will be spent working from home,” he explained.
The governor stated that the work arrangement also applies to provincial government offices located outside the capitol.
“Offices and hospitals providing essential services, health and emergency frontline services, and critical services shall maintain a workforce that is greater than the bare minimum required to carry out their mandates,” the memorandum order states.
The employment arrangement will be temporary, subject to the evolution of fuel prices.
He added that the provincial government adopted the work arrangement after the National Economic and Development Authority (NEDA) recommended it and the Civil Service Commission endorsed it (CSC).
Apart from the provincial government, the city government has also adopted the four-day workweek, with the exception of a few offices that will continue to provide essential services on Monday.
Those who will continue to work five days a week at city hall include the City Health Office and district health centers, the Public Safety and Transportation Management Office, the City Engineer’s Office’s project monitoring, and the City Disaster Risk Reduction and Management Office, among others.
