BUTUAN CITY – Due to the threat of highly pathogenic avian influenza (HPAI) in the country, the Surigao del Sur city of Bislig has temporarily banned the entry of all live domestic and wild birds and other products.

Mayor Florencio Garay announced Thursday afternoon that a temporary ban on the entry of all live domestic and wild birds, as well as other byproducts, will take effect on March 25 and last 45 days.

“It is critical to prohibit the entry of all domestic and wild birds, as well as their products, including poultry meat, day-old chicks, eggs, sperm, and manures, from Luzon and Region 12 in order to protect the poultry industry and the general public from the ill effects of HPAI,” Garay stated in his EO 15-22.

He stated that the recent detection of HPAI H5N1 in Tacurong City, Sultan Kudarat, compelled the city government to impose the temporary ban, which also applies to poultry products from mainland and island-province areas of Luzon.

During the prohibition period, all live domestic birds entering the city must be accompanied by Veterinary Health Certificates (VHCs) certifying that they were sourced from farms free of avian influenza for the preceding 14 days.

Raw poultry meat, whether processed or unprocessed, must be accompanied by a National Meat Inspection Service meat inspection certificate and a Veterinary Shipping Permit issued by the Bureau of Animal Industry.

To enter the city, hatching, table, or embryo eggs, locally referred to as “balut,” must be accompanied by VHCs issued by the Provincial, City, or Municipal Veterinary Office certifying that the products were not derived from areas with reported avian influenza 14 days prior to shipment.

To enforce the prohibition, the city government established a task force to monitor and seize prohibited products in restricted areas.
