The next administration should emphasize progress and milestones in the peace process: Galvez

MANILA – Secretary Carlito Galvez Jr. of the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) believes that the next administration will build on the government’s considerable achievements and accomplishments in the country’s peace process.

One of the most important accomplishments, according to Galvez, is the approval of the Bangsamoro Organic Law (BOL), which “really transforms” Mindanao territories into peaceful communities.

He went on to say that the government’s efforts to combat terrorism, particularly the attempts to neutralize the remains of the Daesh-inspired Maute Group in Marawi City, had considerably aided the effective drive for localized peace engagements within conflict-affected areas.

In a prior interview, he claimed, “After Marawi, nakita natin wala masyadong (We noticed that there was no) significant outbreak of hostilities in Mindanao.”

Galvez added that after advocating for the comprehensive peace process, the public’s faith in economic development in the Bangsamoro region has gradually increased, citing findings from the National Economic and Development Authority (NEDA).

“Unlike past years, the region is experiencing an increase in poverty incidence,” he stated.

He went on to say that since last year, the region’s poverty rate has dropped to double digits, a significant result of the peace process’s successful implementation.

“And in the Bangsamoro, those are huge achievements.” Despite the pandemic, we realized that our Moro brothers and sisters’ social lives had improved,” Galvez remarked.

He noted that the government’s closure agreement with the Rebolusyonaryong Partidong Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade-Tabara Paduano Group (RPM-P/RPA/ABB-TPG), also known as Kapatiran in Western Visayas, is another step forward in the peace process.

He remarked, “We noticed that they’ve been waiting almost 19 years to implement those negotiated accords in 2000.”

Galvez claimed that President Rodrigo Roa Duterte ordered the Office of the Presidential Adviser on the Peace Process (OPAPP) to immediately close the 19-year-old peace pact with the Kapatiran.

“We were in the area two weeks ago and noticed a remarkable reversal. We observed the Kapatiran’s competence and how well they are cared for by the government,” he remarked.

He went on to say that one of Duterte’s big achievements is his push for a whole-of-nation and whole-of-society approach to solving the country’s peace and security challenges.

“At the same time that we harmonized the many government departments, our other development partners are really supporting and assisting us in all of our activities,” he said.

Galvez is optimistic that the future administration would put the peace process first.

“Because we believe that peace must come first in order to achieve progress and prosperity.” “I am certain that all of our presidential candidates are well-versed and experienced in advancing the peace process in our country,” he stated.

“I know them all, and I am extremely certain that they will push through—and that they will continue our administration’s outstanding work,” Galvez concluded.

President Duterte signed an executive order (EO) 158 on Dec. 27, 2021, reforming and rebranding the OPAPP to OPAPRU.

Galvez previously stated that the OPAPRU’s mandate will be expanded to continue the Duterte administration’s legacy of working for a comprehensive peace process in the Philippines.
