Be informed: How to vote in the ’22 elections in the midst of a pandemic

MANILA, Philippines — Aside from the 1.697 million Filipinos living abroad, more than 65.7 million Filipinos will be able to vote in the national and local elections in May 2022.

It may appear simple, but the health dangers posed by the coronavirus disease 2019 (Covid-19) have resulted in certain alterations to the step-by-step voting process in order to guarantee the health and safety of persons in the polling centers’ proximity.

Voting hours are set from 6 a.m. to 7 p.m., according to the official Commission on Elections (Comelec) website, and can be extended depending on the number of voters.

Standard health and safety protocols must also be observed, such as the mandatory use of face masks in places with an Alert Level 3 or below, the voluntary use of face shields in areas with an Alert Level 3 or lower, frequent hand washing or sanitization, and physical separation.

The voting procedure at the Comelec is as follows:

• Before entering the voting center, have your temperature taken.

• Secure your precinct and sequence numbers, as well as your designated room or clustered precinct, at the Voters’ Assistance Desk.

• Report to your allotted room and provide the Electoral Board with your name, precinct, and sequence numbers.

• At the voting booth, get your ballot, ballot secrecy folder, and marking pen, and fill out the ballot.

• Complete the ballot by shading in the oval next to the name of the candidate you want to vote for. Don’t vote too many times.

• Insert the ballot into the machine that counts votes (VCM).

· Examine your voter’s receipt before placing it in the container.

• Use permanent ink to stain your right forefinger nail.

Aside from that, provisions of the Omnibus Election Code (OEC), as known as the 1985 Batas Pambansa 881, must be followed.

Except for individuals who are illiterate or incapacitated, voters are forbidden from entering a booth occupied by another person and from entering with someone else.

Voters are also barred from staying in the voting area for longer than is necessary or conversing with anyone.

It is illegal to prepare the ballot outside of the voting booth, to show its contents to anybody, erase any printing from the ballot, and shred, deface or put any distinguishing mark on the ballot.

Making a copy of the contents of the ballot and using any other techniques to identify the voter’s vote is also illegal.

Only the official marking pens or markers provided by the Board of Inspectors may be used by voters (BEI).

They must also consider the possibility that smudges or blots will impair the VCMs’ ability to read the ballots.

Voters can check their voting receipts to determine if they correctly represent the names of candidates they voted for after completing the ballot and feeding it into the VCM.

If the receipt is in good condition, voters may drop it in the voting receipt box when they are finished.

If the names on the receipt do not match the names on the ballot, voters can file a complaint with the BEI.

To protect the sanctity and security of the ballot and avoid vote-buying, voters are not permitted to leave precincts with their voting receipt.

Filipinos who have not been vaccinated will be permitted to vote.

Voters who had Covid-19 symptoms after arriving at the polling precincts, on the other hand, would be escorted to a separate place to vote.

To avoid making mistakes on ballots, voters should make a list of who they want to vote for before election day.

On its official website, the Comelec has a list of candidates: https://comelec.gov.ph/?r=2022NLE/ListsofCandidates/TentativeListsofCandidates

Voters must also be aware of their designated polling precincts ahead of time.
