
Isko Moreno, if elected, will create disaster-resistant mass housing.
MANILA, Philippines – Presidential candidate of the Aksyon Demokratiko, Francisco “Isko Moreno” Domagoso, pledged to create disaster-resistant mass housing and indicated support for the creation of the Department of Disaster Resilience (DDR) if elected.
Domagoso said evacuation facilities that will assure the safety of evacuated citizens afflicted by typhoons and other catastrophes are also among his goals during his campaign in Surigao City, Surigao del Norte, on Monday.
The outgoing Manila mayor said he intends to expand his projects in the capital city, such as the multi-story Tondominium and Binondominium, to ensure residents’ safety regardless of the strength of a typhoon.
“Sa tingin ko, pag’yung mga regions na laging binabagyo, like Samar, Leyte recently, talagang grabe nangyari at paulit-ulit na binabagyo (I believe the areas that are regularly struck by typhoons, like Samar and Leyte which was just hit), talagang grabe nangyari at paulit-ulit So, acquiring more technology and developing more facilities, or ‘yung permanent na katulad ‘yung ginagawa namin sa Maynila,’yung (like the permanent ones that we developed in Manila, such as) Tondominium 1, Tondominium 2, Binondominium 1, so in-city vertical housing,” he said.
Typhoon Odette wreaked havoc on Surigao del Norte in the Caraga Region in December 2021.
After the typhoon, Manila’s city administration dispatched aid teams to Surigao City’s evacuation centers.
Manila deployed 200 temporary shelter divider tents, bottled drinking water, and Vitamin C supplement with the support of the Philippine Navy.
The City of Manila and the Manila Disaster Risk Reduction Management Office were recognized by Surigao City Mayor Ernesto Matugas Jr. for their “Odette” relief efforts.
Domagoso also supports the establishment of the DDR, which would be a centralized government institution in charge of developing a more comprehensive disaster preparedness strategy in the event of natural disasters.
DDR is one of President Rodrigo Duterte’s top priorities.
The bill passed the House of Representatives in September 2020, but Senate President Vicente Sotto III indicated it still needs “extensive interpellation” in the Senate.
DDR will be the primary agency “responsible, accountable, and liable for leading, managing, and organizing national efforts to prevent and decrease disaster risks; prepare for and respond to disasters; and recover, rehabilitate, and rebuild better after disasters,” according to the bill.
