A new SK law provides monthly honoraria to youth council officials.

MANILA – President Rodrigo Roa Duterte has signed a measure that expands the powers of the Sangguniang Kabataan (SK) in order to boost youth engagement in the local government.

Duterte signed Republic Act (RA) 11768 on May 6, directing the establishment of internal rules and procedures within 60 days of the assumption of office by SK officials.

The new law also calls for the election of an SK secretary and treasurer, as well as regular SK meetings and Katipunan ng Kabataan assemblies.

In addition to any additional pay allowed by RA 11768, SK members, including the treasurer and secretary, shall receive a monthly honorarium, which will be charged to the SK funds.

Every regular monthly SK meeting will culminate with the awarding of the monthly honorarium.

Based on RA 11768, the honorarium will not exceed the SK chairperson’s monthly compensation.

“Personal services should not be awarded more than 25% of the Sangguniang Kabataan money,” the law stated. “Through their own local legislation, local government units (LGUs) may award additional honoraria, social welfare contributions, and hazard pay to the Sangguniang Kabataan chairperson and the elected and appointed members.”

According to the rules, all SK officials are entitled to the proper civil service eligibility depending on their years of service to the village.

The SK treasurer and secretary must be at least 18 years old but not more than 30 years old on the day of their appointment, according to RA 11768.

The SK chairperson is responsible for appointing a treasurer who has a background in business administration, accounting, finance, economics, or bookkeeping.

Before taking office, the appointed SK treasurer must complete bookkeeping training and be accredited by the Technical Education and Skills Development Authority (TESDA).

The SK’s nominated treasurer will be given first priority when TESDA scholarships are distributed.

The amounts required to carry out RA 11768’s implementation will be charged against SK funds or as permitted by the LGUs.

On Tuesday, the Palace released a copy of RA 11768.
