Tulfo seeks increased funding for PAO to recruit more attorneys.
Senator Raffy Tulfo emphasized the necessity for the government to strengthen the Public Attorney’s Office (PAO) by boosting its budget and current staff of attorneys who provide legal aid to low-income parties.
On Wednesday, PAO chief Persida Acosta paid Tulfo a courtesy visit at his Senate office. Tulfo said he would work with the organization to help it serve more Filipinos.
“Ang ating makakaya gagawin natin para madagdagan ang budget ng PAO. We will try our best to boost PAO’s budget, no matter what is currently in the works. In a news release on Thursday, he stated, “We will provide whatever support my office is able to provide.
“Walang tumatagal ako ngayon sa PAO, napapansin ko. Once you’ve gained experience, continue to be lumilipat. Overwhelmed at work, kasi. Dapat for every court, mayroong adequate PAO (I’ve noticed that lawyers don’t remain around for very long in PAO). They would simply get experience before transferring because they are overworked. Every court should have enough PAO, he continued.
Acosta claimed that the 2,400 lawyers now employed by PAO countrywide are insufficient and that they are all overworked.
Sila was overworked. After five years, you can either be a judge or a fiscal officer. They are overworked. Lumilipat kasi napapagod. They could apply to become a judge or fiscal officer after five years. They relocate because they are worn out),” Acosta claimed.
The PAO is the organization tasked with providing unpaid legal representation to low-income individuals in criminal, civil, labor, administrative, and other quasi-judicial proceedings.
Even though there aren’t enough PAO lawyers, Tulfo expressed his hope that the public defenders can make sure that the poor parties receive the justice they are due.
“Although alam kong kulang, sana ay mayroong enough aid ang destitute party pagdating sa inquest level, pero as much as feasible. As much as possible, I hope the indigent parties have enough support when it gets to the inquest level because sometimes this fiscal also decides arbitrarily owing to a lack of proof, he added. “Kasi kung minsan yung Fiscal, nagde-decide din basta-basta na kulang sa ebidensya,” he said.
Tulfo however complimented Acosta for the PAO’s typically prompt response to various cases that were brought to the organization via his show, “Wanted sa Radyo.”
