LTFRB approves the reinstatement of school busing as face-to-face classes approach.

As part of the Land Transportation Franchising and Regulatory Board’s (LTFRB) preparations for the reintroduction of face-to-face (F2F) classes, school transportation services will soon start operations.

In preparation for the impending start of classes, the LTFRB announced to the public on Friday Memorandum Circular 2022-066, which was signed on July 28 and permits transport units with an active Certificate of Public Convenience (CPC) or Provisional Authority (PA) to operate.

It stated that people whose CPCs had expired but who still had outstanding Applications for Extension of Validity would be permitted to drive.

Transport services with CPCs that expire between March 1, 2020, and August 31, 2022 are eligible to submit a request for an extension of validity to the LTFRB without incurring penalties.

This was done in acknowledgment of the negative financial effects that the Covid-19 (coronavirus disease 2019) pandemic had on the owners and drivers of school transportation services, according to the statement.

From March 1, 2020, through August 31, 2022, the LTFRB will additionally suspend fines for school transport units that have “pending confirmation.”

It emphasized the importance of having secure steel-grilled windows, seatbelts for every passenger, a portable fire extinguisher that is in good working order, and stop-and-go signage that must be carried by the conductor when children cross the street. It also stated that drivers and conductors must wear the required uniform.

It stated that the school transport units must also adhere to the health and safety regulations set forth by the Department of Health and the Inter-Agency Task Force for the Management of Emerging Infectious Diseases in order to reduce the risk of disease transmission during the pandemic.

These protocols include routine temperature checks and physical examinations of drivers and conductors, routine cleaning of commonly touched surfaces, and the requirement that face masks be worn.

In order to avoid penalties like having their CPC and PA revoked, the LTFRB reminded operators, drivers, and conductors of school transportation services to rigorously follow the rules.

The LTFRB plans to create more than 100 public transportation lines around Manila’s university district and other places with a “high concentration of students” in order to handle the anticipated increase in passengers during the start of face-to-face classes.

The Department of Education announced on Thursday that 13.15 million students had signed up for the 2022–2023 school year, with the opening day of courses scheduled for August 22.
