Investigation of the PH Qualifications Framework’s implementation is encouraged

Senator Sherwin Gatchalian wants to look into why the Philippine Qualifications Framework (PQF) Act, which aims to increase Filipinos’ employability and competitiveness, has not been successfully implemented.

Gatchalian stated that he wants to ascertain the cause of the lack of appreciable success in the program and steps to accomplish the aims of the PQF law in his proposed Senate Resolution No. 15 asking an inquiry into the status of implementation of the PQC Act.

Gatchalian referenced a 2021 World Bank (WB) assessment demonstrating that the PQF’s implementation is weak, with minimal use and signs of a labor market, while having a strong structure.

According to the Labor Force Survey, the annual underemployment rate in 2021 was 15.9 percent or about 7 million Filipinos, and the annual unemployment rate in 2021 was 7.8 percent, or about 3.7 million unemployed.

RA 10968, which was signed into law in January 2018, aims to establish national benchmarks for educational learning results.

The PQF, which was developed from the Philippine Technical and Vocational Qualifications Framework (PTVQ) and adopted in 2012, aims to address the mismatch between jobs and skills by integrating basic education, technical and vocational education, and higher education into a uniform national framework of skills and competencies.

According to the United Nations Educational, Scientific and Cultural Organization Institute for Lifelong Learning, PFQs are intended to address the country’s high rates of underemployment and unemployment, which are mostly due to a mismatch between the occupations available and the workforce’s skill set.

The PQF-National Coordinating Council (NCC), established to lead the implementation of the law, is still without members, according to Gatchalian, despite the WB’s proposal to strengthen the fundamental governance structure by doing so.
