
The Senate believes that cultural education needs to be improved.
Republic Act 10066, also known as the National Cultural Heritage Act of 2009, must be amended in order to incorporate cultural mapping and living traditions from the community level all the way up to the national government’s branches.
On Tuesday, the Committee on Culture and the Arts, which is headed by Senate President Pro Tempore Loren Legarda, held a hearing to discuss several pieces of legislation that would increase the preservation and protection of the Philippine cultural legacy.
A cultural education program is essential, according to Legarda, as it would help students understand what it means to be Filipino.
She stated during the hybrid hearing, “We believe this is one step in our goal of reconciling our many identities and developing a rich and proud nation. I really believe that our shared culture is what unites us as a country, and it is something we owe to the pioneers who established the Philippines as it is today.
Sen. JV Ejercito bemoaned the lack of appreciation for history, culture, and tradition among Filipinos.
He claimed that they were “important in fostering our sense of national identification and patriotism.”
Dr. Ivan Henares of the University of the Philippines-Asian Institute of Tourism concurred that cultural mapping processes should be standardized, particularly across local government entities (LGUs).
While we have received many cultural maps, he continued, “our local government units still require further training in order to standardize our cultural maps.
Henares pointed out that there are no clear divisions or inventories of the nation’s cultural resources.
“We don’t have a precise figure. There has always been disagreement about the precise number, so I believe it is past time for us to create a comprehensive inventory of all our cultural groups, languages, and designations for intangible and tangible cultural assets.
Henares suggested giving each LGU the freedom to create its own historical structures or cultural traditions.
Legarda also suggested that natural heritage be taken into account while mapping cultural groups, noting that many cultural communities are found in protected regions.
Senate Bills Nos. 622 by Legarda, 117 by Senator Nancy Binay, and 1094 by Senator Bong Revilla, which call for the inclusion of cultural mapping and a program to teach about cultural heritage, as well as Nos. 624 and 242 by Legarda, which would establish an institute for living traditions and institutionalize cultural education in schools, were among the measures addressed.
