The government of Davao City intensifies its information campaign against underage marriage.
An official said on Wednesday that the City Social Welfare and Development Office (CSWDO) in this city has stepped up its informational campaign against child marriage.
With the anticipated introduction of its implementing rules and Regulations, CSWDO president Marlisa Gallo stated during a radio interview that the organization is working to promote the anti-child marriage law to a wider audience (IRR).
Rodrigo Duterte, who was president at the time, signed Republic Act No. 11596, commonly known as “An Act Prohibiting the Practice of Child Marriage and Imposing Penalties for Violations Thereof,” into law in December 2021.
The DSWD and other agencies signed the IRR on December 20, 2022, but the official signed document has not yet been made public.
According to the law, a marriage that is consummated when one or both parties are minors and is performed in accordance with approved traditional, cultural, or customary practices is referred to as child marriage.
According to Gallo, the rule primarily safeguards the mental and physical health of kids who are introduced to marriage too early.
“Children who marry young are not emotionally mature enough. Additionally, their body isn’t prepared, which has an impact on young women’s health “She spoke.
Gallo also out that under the law, there are consequences for individuals who create, fix, or organize a child marriage, carry out or officiate a child marriage, and have an adult partner live with an unmarried child.
According to the law, anyone who organizes the marriage of a juvenile faces up to 10 years in prison and a fine of at least PHP40,000.
If it is determined that the offender is a parent or guardian, the penalty rises to up to 12 years in jail and a fine of at least PHP50,000.
Anyone who performs a child marriage faces the same punishment.
According to Gallo, the CSWDO will aid in educating ethnic groups that engage in child marriage about R.A. 11596.
There is a health component, and it will take time since it involves cultural factors that are difficult to change, she added.
