
Tulfo eyes the health labels on packaged food items
On Thursday, Senator Raffy Tulfo campaigned for the adoption of a bill that would require packaged food product labels to include a rating system in addition to the usual nutritional facts label.
Tulfo said that establishing a Health Rating System that displays the entire nutritional profile of every packed food product will provide Filipinos with better knowledge of the food they consume in support of Senate Bill 1684, also known as the Health Rating Label Act.
“The Covid-19 pandemic’s impacts have brought attention to the value of health and wellness. This includes having an in-depth understanding of the foods people eat. Unquestionably, those who keep a healthy diet will experience a higher quality of life and a decreased risk of developing major illnesses.
According to data from the Department of Health (DOH), diabetes, malignant malignancies, and illnesses of the heart, vascular system, and respiratory system are the main causes of death in the Philippines.
Tulfo, who has previously expressed concerns about the high sodium content of instant noodles and canned sardines, stated that the use of a rating system on labels of packaged food products, in addition to the standard nutritional facts label, aims to provide Filipinos with the necessary information on the nutritional content of the food they choose to consume on a daily basis and, in turn, reduce their susceptibility to life-threatening diseases.
According to SB 1684, the Health Rating System rates packaged food products’ overall nutritional profiles from one (the least nutrient-dense) to five (the most nutrient-dense), with five being the most nutrient-dense. This rating is based on the amount of total energy, or kilojoules (kJ), saturated fat, sodium, sugar, and fiber in each product.
Except for fresh unpackaged food, condiments, non-nutritive foods, single-ingredient foods not meant to be eaten on their own, alcoholic beverages, specially formulated products for infants and young children, and food for special medical purposes, all packaged food products sold in stores like grocery stores must use the health rating system.
The Food and Drug Administration (FDA) is required by the legislation to act as the controlling authority for the administration of this Act.
The producers of packaged food items are required to determine the health rating of their goods and submit it for approval to the Food and Drug Administration (FDA).
For the purpose of ensuring a uniform approach to the successful implementation of the Health Rating System, the Department of Health shall establish an oversight committee made up of representatives from the DOH, Department of Trade and Industry, and the Department of Agriculture.
The FDA will issue a warning to the company or manufacturer for the first offense, a fine of PHP 50,000 per day for the second offense, and an immediate suspension order for the company or manufacturer for the third offense for any manufacturer of packaged food products who violates any provision of this Act.
