Fast-tracking of the processing and review of construction safety and health programs for government projects has been mandated by the Department of Labor and Employment (DOLE).

“Everyone is hereby instructed to make it easier for the Department of Public Works and Highways and other government authorities to evaluate, process, and approve the Construction Safety and Health Program for their projects. In order to better serve our customers, the policy aims to decentralize the review and approval of the construction safety and health program “announced Labor Advice No. 6 – 2023, which was published on Monday and was signed by Secretary Bienvenido Laguesma on March 16.

He said that there was no fee required for such approval.

The application principal, contractor, or subcontractor will not be charged for the submission, evaluation, processing, or concurrence of the Construction Safety and Health Program, he continued.

On the other hand, Laguesma pointed out that private construction projects also need to have an approved Construction Safety and Health Program.

Before beginning any construction-related operations, a Construction Safety and Health Program must be filed to the DOLE field and provincial offices with control over the project’s site, according to Laguesma.

Originally, the Marcos administration’s signature infrastructure projects received approval from the National Economic and Development Authority (NEDA).

These are the University of the Philippines-Philippine General Hospital Diliman Project; Ninoy Aquino International Airport Rehabilitation Project; Panay Railway Project; Mindanao Railway Project III; North Long Haul Railway; San Mateo Railway; Ilocos Sur Transbasin Project; and the Metro Cebu Expressway.
