A bill introduced by lawmakers aims to inspire more young Filipinos to pursue careers in agriculture and tackle the problems plaguing this crucial industry.
House of Representatives Bill 7572, introduced by Representatives Edvic Yap (ACT-CIS Party-list), Eric Yap (Benguet), and Paolo Duterte (Davao City 1st District), aims to give financial aid to children of eligible indigent farmers who plan to enroll in agricultural courses and other related fields of study at public universities and colleges (SUCs).

We urgently require the inventive spirit and passion of young people to transform the way we think and act in order to revitalize our agricultural sector. Giving farmers’ children the necessary educational support will inspire them to pursue careers in agriculture and other relevant fields, Duterte said in a message to the media on Wednesday.
The kids, according to him, should be made aware that agriculture courses cover degrees in a variety of fields, including agribusiness management, agricultural and biosystems engineering, agricultural economics, agricultural biotechnology, and fisheries technology.
In addition to the free tuition given by Republic Act (RA) 10931, often known as the Universal Access to Excellent Tertiary Education Act, House Bill 7572 provides subsidies.
Dependents of eligible indigent farmers are eligible for free tuition and other school fees, as well as other incentives and subsidies like living and transportation allowances, under RA 10931 if they meet the admissions requirements for agriculture and other related courses at SUCs and other local universities and colleges (LUCs).
According to the measure, a qualified indigent farmer is someone who is listed in the Department of Agriculture’s (DA) registry of farmers and whose sole source of income is from cultivating land that they own or rent, or who actually engages in crop production, livestock farming, or poultry farming.
They said that the bill will support ongoing government initiatives to boost agricultural output and provide support for small farmers.
According to the bill, the DA is responsible for establishing a scholarship program for tertiary agricultural education in collaboration with the Commission on Higher Education (CHED).
The writers of House Bill 7572 used statistics from the Philippine Statistical Authority (PSA) to support their argument. The data showed a consistent decline in employment in the agriculture sector, which includes the forestry, fishing, and aquaculture businesses.
According to the PSA, the percentage of employment in the agriculture industry fell to 22.5 percent (10.6 million) in October 2022 from 24.5 percent (9.7 million) in October 2020 and 24.6 percent (10.77 million) in October 2021.
According to the PSA, there was 11.8 percent (5.6 million) fewer skilled agriculture, forestry, and fisheries workers in October of last year compared to October of 2020 and 2021 (12.4 percent [5.4 million] and 14.2 percent [5.7 million] respectively).
According to the Philippine Institute of Development Studies, the decline in farm size and revenues have contributed to the move away from agriculture.
Hence, in addition to actions that should boost agricultural output and support farmers, the authors of the bill stated, “there is a need to encourage the next generation to pick the country’s agricultural sector.” In addition to inspiring young people to explore careers in agriculture, the aforementioned action will help inspire and uplift agricultural research, which is essential to the industry’s desire for progress.
