
CHR cautions against family members abusing children.
The Commission on Human Rights (CHR) denounced incidences of sexual abuse and violence against minors on Monday and urged the entire society to take responsibility for stopping such crimes.
The CHR stated that it abhors all forms of gender-based violence, particularly when it includes young children who are at risk and whose abusers are family members or close friends who prey on their confidence.
The Special Protection of Children Against Abuse, Exploitation, and Discrimination Act, as well as other international human rights agreements, most notably the Convention on the Rights of the Child, were gravely violated, according to the CHR.
A seven-year-old child was discovered injured on a riverbed in Barangay Cabuco, Trece Martires, Cavite, on April 7.
Although the victim was transported to a hospital and active bystanders chased off the at-the-time unknown perpetrator, she was tragically pronounced dead on arrival, according to the CHR.
The perpetrator was identified by a later inquiry and witness testimony as the victim’s godfather, who was seen that morning after the incident heavily intoxicated.
The second incident was on April 9 in Davao City, where a 10-year-old girl’s body was found close to a banana grove.
The cohabiting partner of one of the victim’s relatives was asked to watch the daughter two days previously by the victim’s grandmother, who later discovered the child missing.
Soon after turning himself into the police, the cohabiting partner admitted to sexually abusing the victim and leaving her corpse behind.
A three-year-old girl was sexually assaulted by her grandfather on April 9 while her mother was out selling candles for Easter Sunday in their home in Sto. Tomas, Batangas.
According to a police inquiry, the suspect had assaulted his granddaughter before and had also been suspected of sexually assaulting a pregnant lady.
On April 11, a couple was detained in Mabalacat, Pampanga, for the rape and online sex trafficking of a six-year-old child.
After their client was taken into custody by foreign colleagues in Australia, local authorities tracked the suspects’ whereabouts.
The authorities searched their devices and found that the couple had been abusing their child for about a year and had also done the same thing to unnamed other youngsters.
There is no justification for rape or any other type of sexual abuse of children. A person should be held totally responsible for damaging and abusing another human being, regardless of purpose or drug or alcohol influence, it stated.
In order to independently investigate the instances and look for methods to assist the authorities and the relatives of the victims, the CHR has deployed its regional offices.
In order to support efforts made by the government and civil society to advance and defend the rights of children, it was said that families and communities needed to be watchful, informed, and alert to the warning signs of sexual abuse.
