Outside of the National Capital Region (NCR), local government units (LGUs) will determine whether to enforce the “no vaccine, no ride” policy, according to a Department of Transportation (DOTr) spokesman on Thursday.

Department of Transportation (DOTr) Undersecretary Artemio Tuazon Jr. said the immunization policy in public transportation was predicated on the LGUs’ exercise of their police power during a Laging Handa briefing.

“Sila po ang nakaka-alam kung ano po ang kondisyon sa kanilang mga communities at sila po iyong may karapatang mag-exercise nitong police power under the local government code,” Tuazon explained.

He stated that once local governments create an ordinance or regulation enforcing a vaccine policy, the DOTr will assist its implementation.

While the policy is now on hold in Metro Manila, he claims that people are starting to realize the need of being protected from severe Covid-19 infections or even death.

The Department of Transportation, the Department of the Interior and Local Government, and the Department of Labor and Employment announced on Wednesday that the “no vaccine, no ride” policy in public transportation would be suspended for 30 days to allow unvaccinated essential workers and travelers to receive their Covid-19 vaccinations.

Beginning February 25, those who are unvaccinated or partially vaccinated will be denied access to public transit unless they have proof of a medical exemption, are an essential worker, or are permitted to purchase critical products and services.
