The Department of Foreign Affairs has summoned China’s envoy in response to a navy ship’s trespass into Philippine seas.
MANILA, Philippines — After a People’s Liberation Army – Navy (PLAN) vessel was caught in “illegal incursions” in the Sulu Sea in January and February this year, the Department of Foreign Affairs (DFA) summoned China’s envoy to Manila on Monday.
The DFA has summoned Ambassador Huang Xilian through Acting Undersecretary Theresa Lazaro after a PLAN Electronic Reconnaissance Ship (Dongdiao-class) with bow number 792 entered Philippine waters “without permission” from January 29 to February 1 and visited the Cuyo Group of Islands in Palawan and Apo Island in Mindoro.
During a skirmish, BRP Antonio Luna (FF-151) of the Philippine Navy questioned PLAN 792, which claimed it was “exercising innocent passage.”
“However, its movements did not follow a route that might be called continuous and expedient, lingering in the Sulu Sea for three days,” according to the DFA.
PLAN 792 continued its intrusion into Philippine waters despite repeated orders from BRP Antonio Luna to vacate Philippine waters immediately, according to the report.
“In accordance with Article 52 of the 1982 United Nations Convention on the Law of the Sea, the Philippines respects the right of innocent passage as a country that honors its international obligations” (UNCLOS). The conduct of PLAN 792, on the other hand, did not constitute innocent passage and violated Philippine sovereignty, according to the DFA.
Lazaro retaliated by requesting that China “respect Philippine boundaries and marine jurisdiction.”
She also asked that China adhere to its international responsibilities, particularly UNCLOS, and that its vessels refrain from entering Philippine waters “uninvited and without permission.”
